The links under the "Operating Documents" heading will take you to all of the documents that guide our office's actions, priorities, and jurisdictional constraints.  First and foremost, we provide the City's Ordinance which created the Office of the Independent Monitor.  Denver voters also had input into the creation of our office as well as the Citizen Oversight Board in a 2004 election.
